1.1 School Profile

History and
Background
The College of Education of the West Visayas State
University is as old as the University itself. It started out as a branch of
the Philippine Normal School 1902. Originally founded to be a teacher-training
institution, it was then named the Iloilo Normal School.
Because of the support it got from the provincial
government, it operated primarily as a provincial high school and was called
the Iloilo Normal Institute. It had three departments: the normal, preparatory
and commercial. In 1924, the teacher-training department became independent as
the Iloilo Normal School.
By virtue of Republic Act 4189, the school became West
Visayas State College in 1965. Before and after this transition, departments
and colleges were also set up. Finally, it became a University in 1986 through
Presidential Decree 2019.
In 1995, the Commission on Higher Education has
identified the College of Education as one of the Centers of Excellence in
Teacher Education in the country and has retained this eminent title up to the
present.
In the undergraduate level, the College currently
offers three major programs,The Bachelor in Elementary Education with two
majors (General Education and Early Childhood Education);
The Bachelor in Special Education with three majors
(Teaching the Gifted, Teaching the Mentally Retarded, and Teaching the Hearing
Impaired); and
The Bachelor of Secondary Education with seven majors
(Biology, English, Filipino, Mathematics, Physics, Physical Science, and Social
Science).
It also offers the degree Diploma in Teaching and
Diploma in Early Childhood Education for non-education graduates.
The BEED and BSED programs of the College of Education
have been awarded a Level III Re-Accredited status while the Graduate School
Doctoral and the Master's programs have qualified for Level III as assessed by
the Accrediting Agency of Charted Colleges and Universities in the Philippines
(AACCUP). It is worthy to note that the BSPED program has been given an award
of merit for being the first Level III Re-Accredited Special Education Program
in the Philippines .
The College of Education has never failed to produce
an excellent performance in the Licensure Examination as reported by the
Professional Regulations Commission. The rating of the College has been
exceptionally high above the national passing percentage and the College never
failed to reach the national top ten. A recent evidence of this the 2006
performance of the BEED exam takers, which when collectively taken, ranks first
in the whole country, and the BSED test takers collectively ranks second.
Today, the College of Education as the flagship
college of the West Visayas State University, continues to move onward as it
aims to produce globally competitive life-long learners by providing
instruction that is responsive and relevant, initiating and undertaking
research in teacher education and allied fields, collaborating and sharing
expertise with local and international entities and continuously exhibiting and
nurturing a culture of excellence Thus, every member of the College of
Education family is entrusted with the noble duty of upholding the virtues and
practice excellence. We are all being challenged to hit the mark, to do our
best and to be the best! For as William Shakespeare once wrote, “Do not be
afraid of greatness. Few are born great, while others have greatness thrust
upon them.”
Vision
The College of Education
shall maintain its reputation as the "Center of Excellence for Teacher Education"
in the country, specifically in the areas of elementary, secondary, special,
early childhood, adult and community education. It shall provide leadership in
instruction, research, and extension among teacher education institutions in
the country.

To produce graduates in tertiary and advanced education
who are dynamic, world-class and globally-competitive; possess socially
acceptable values, attitudes and skills; and practice the ethics for service
and for the profession.

1.2 Academic Supporting System
Education in the Philippines is
managed and regulated by the Department of Education (DepEd), Commission on
Higher Education (CHED) and Technical Education and Skills Development Authority
(TESDA). DepEd is responsible for the K–12 basic education; it exercises full
and exclusive control over public schools and nominal regulation over private
schools, and it also enforces the national curriculum that has been put in
place since 2013. CHED and TESDA, on the other hand, are responsible for higher
education; CHED regulates the academically-oriented universities and colleges
while TESDA oversees the development of technical and vocational education
institutions and programs in the country.
From 1945 to 2011, basic education
took ten years to complete—six years of elementary education and four years of
high school education for children aged six up to fifteen. However, after the
implementation of the K–12 Program of DepEd and subsequent ratification of
Kindergarten Education Act of 2012 and Enhanced Basic Education Act of 2013,
the basic education today takes thirteen years to complete—one year of
kindergarten, six years of elementary education, four years of junior high
school and two years of senior high school for children aged five up to
seventeen. As of 2017, the implementation of Grade 12 has started.
Library
The
University Library as the center of knowledge in the West Visayas State
University educational milieu is the provider of information both in print and
non-print materials in digital/electronic formats to meet the needs of the
clientele and the thrusts of the institution. Its activities and services are
geared towards the educational innovations and diverse program. The primary
purpose of the University Library is to equip the WVSU academic community with
the materials needed for current teaching trends and research programs. It
should also supply materials to meet the recreational and varied interest needs
of its clientele and at the same time serve as a catalyst for their advancement
and in the pursuit of quality education that the university offers.
Goals and Objectives
The WVSU Library
primarily supports the four-fold functions of th University, namely:
instruction, research, extension and production of and access to quality
resources and services. It aims to:
1. provide, manage, and maximize client access to
relevant, adequate, effective, quality and value added collections of recorded
information and knowledge, in acceptable form, content and format;
2. provide and maintain standard library services and
facilities to access local, national and global information that will address
the educational needs of the undergraduate and graduate researchers;
3. strengthen its operating structure toward an
overriding quality of service through implementing programs that address
facilities and equipment, staff training, research and development, community
partnerships and linkages, collection management, funding, and
telecommunication and technology.
Library Users
Anyone who is
interested to read books, search for information and knowledge through the
library is welcome to use it.
Categories of Users
Regular users – all bonafide students, staff and faculty
members of the University
Alumni – graduates of WVSU could still avail of the library resources but for room use only
Extended Users – all bonafide bonafide students, staff and faculty of branch and external campus libraries can avail of the library resources but for room use only
Visitors – those who do not have any relation whsoever to the University. They can come to use the University Library together with a Letter of Introduction from the librarian or head of office where they are enrolled/employed, but are not allowed to check out materials.
Alumni – graduates of WVSU could still avail of the library resources but for room use only

1.3 Teaching System
All of the teacher here can
teach all of the lesson in the elementary school. One of the
differences with Indonesian system in here, they only have same schedule for
every day. The pupils only meet the same teacher for every day. For
each subject it’s has during 60 minutes. A day
this school has 7 subject for each grade.
1.4 Material and Other Learning Sources
This Elementary School
takes teaching materials based on
K-12. Every subject has two books. First book for
teacher as teacher’s guide and second book for students. However, teachers
usually add more materials from
internet or other resources. One classroom
has long blackboard because it has up to 50 pupils in each class and the chair
for the pupils is including the table. They also have a lot of notices,
messages and pictures on the wall for making the class interesting.

1.5 Measurement and Evaluation System
The teacher get their pupils score from each quiz,
assignment and evaluation they given to pupils in every time after finishing
their lesson.
1.6 Curiculum
The education system in
Philippines is using K to 12 Curriculum. They only use the curriculum started
from the Kinder/Nursery until Grade 12. They use the curriculum based on the
rules from their Departement of Education in Philippines.
K-12 BASIC EDUCATION CURRICULUM
THE FRAMEWORK
The curriculum
aims to help learners acquire highly-developed literacy skills that enable them
to understand that English language is the most widely used medium of communication in Trade and the Arts,
Sciences, Mathematics, and in world economy. Furthermore, the curriculum aims
to help learners understand that English language is a dynamic social process
which responds to and reflects changing social conditions, and that English is
inextricably involved with values, beliefs and ways of thinking about ourselves and the world we dwell in. Through multi-literacy skills, learners will
be able to appreciate and be sensitive to sociocultural diversity and understand that the
meaning of any form of communication depends on context, purpose and audience.
1.7 Teaching Plan (Of My Major)
Based on the observation, the teacher here used the semi detailed
lesson plan before they teach their pupils in the elementary school. The
detailed lesson plan only used for the student teacher when they do their
internship or practicum in the elementary school.
